Description: Similar to Google Ad-Sense each advertising user should be able to determine how often their ad destination ends up engaging users.

Hypothesis: If each ad account can control how much they budget for ads (and thus frequency of appearing as an ad destination) then they will be more likely to engage our advertising revenue stream.

MMF:
1) Each ad account can establish its own 'buy-in' payment per ad teleport
2) Each ad account can establish an advertising budget per month that will not be exceeded

AC:
1) Can the ad user detail how much they are willing to pay for ad services?
2) Can the ad user also detail a max advertising budget on a weekly, monthly or annual basis?
3) Does the ad user have an interface where they can manage the above?
